Deputy Minister for Education, John Ntim Fordjour says the country amid reforms made in the education sector by the government is overcoming learning poverty. He says the initiatives have improved learning outcomes at the basic level.


For instance, the Education Minister said the introduction of the National Standardised Test (NST) had led to an increase of 38 per cent in learners’ ability to read in primary two, compared to 2 per cent in the 2015 academic year.

The Reverend Minister also said the central government had implemented significant education reforms to transform teaching and learning in response to persistent gaps in access and quality education in the country.

Mr John Ntim Fordjour said the government was moving away from traditional styles of teaching at all levels and demonstrating its strong commitment to evidence-based, play-based learning and other creative pedagogies.

He stressed that a lot of these learning approaches have indicated that when children are supported to learn through play, adding it leads to improvements in learning outcomes.

He said the Ministry intended to harmonize all the effective play-based pedagogies under one platform and get funding to scale up the interventions across the country for better outcomes.


The Minister and Assin South Member of Parliament said this in Accra at a dissemination session on the impact of learning through play. The programme was organized by the Ministry of Education in collaboration with Right to Play.

The event was on the theme: “Accelerating Learning Outcomes Through Play-Based Approaches: Unlocking the Successes and Insight from Play-Based Learning Programmes in Ghana.”

Learning poverty, the Minister for Education, Dr Yaw Osei Adutwum has explained is when a 10-year-old school-going child is unable to read, a situation he said the unexpected outbreak of the novel coronavirus pandemic has made worse.

According to him, 23 out of every 100 children before the outbreak of the locally transmitted coronavirus (COVID-19) had such a problem but has currently increased to almost 70 per cent since the global pandemic.

In an interview monitored by Thisterm.com, he indicated the Ghana Education Service (GES) after the March 2020 school closure rolled out learning programs for students but the majority of them were exempted for some reasons.
